Students in California need access to a broad range of classes that may not be available in the district of attendance. Districts should not be restricted from providing these courses to students due to a loss of ADA. This bill will allow districts to share proportional ADA as well as allow students access to more courses.

Over the past 10 years, supporters of K-12 online learning have proposed and introduced bills through the California legislature and only one of them passed. AB294 signed in 2004 allowed 11 California school districts to pilot online learning. Those districts established quality indicators and evaluation components for online learning. However, the law was not renewed and the pilot ended. California needs to take a leap into online learning to better meet the needs of all students in California and to improve college going rates that will ultimately, improve the economy in all California communities regardless of geography. The California Student Bill of Rights Initiative helps to move in this direction.
